A few months ago I reported the issues I was having with dhcpcd in Gentoo. One solution I found shortly after that post suggested that I add the line dhcp_eth0="-I ''" (replacing eth0 with whatever your network interface is) to /etc/conf.d/net, but that did not work.
I have finally found the solution that has dhcpcd 3.1.5 work for me - compiling it with the vram USE flag. I still have the dhcp_eth0 line as shown above in there, but it probably is not needed for this to work.
